Somalia validates national trade policy to lower trading costs and expand exports

Somalia’s Ministry of Commerce and Industry convened a two-day validation workshop on the National Trade Policy 2027–2031 in Mogadishu on 27–28 September 2026, with support from the World Bank-financed HoA DRIVE Somalia project. Government institutions, Federal Member States and private sector representatives reviewed the draft and discussed priorities for implementation.

Informed by business surveys and stakeholder consultations, the policy addresses repeated licensing requirements, different charges across Federal Member States, costly transport and difficulties meeting export standards. It proposes simpler trade procedures, more consistent federal and state requirements, stronger testing and certification services, and investment in storage and processing for livestock, fish and agricultural products.

These measures aim to lower trading costs and help Somali businesses reach more buyers, including through the East African Community and the African Continental Free Trade Area. Following validation, the focus turns to finalizing the policy and preparing for implementation, with clear responsibilities and priorities.
